A lot of these characters were in previous game, that is Tekken Tag Tournament, which brings me into several questions: Could they just be merely placeholders? Though I wouldn't understand why they would record announcer calls for them, perhaps Tekken 4 was meant to be a rehashed Tekken Tag Tournament wherein the story is canon? Maybe the PS2 port of Tekken Tag Tournament would have been re-released in the arcades with new stuff as a preparation for Tekken 4? Maybe they were meant to be extra characters ala Soul Calbur III? As I pointed out earlier, there was an unused line that is Extra Round, so maybe that Extra Round thing would involve you facing one of them? With the exception of Eddy Gordo (who is an extra costume for Christie in the console version) and Miharu Hirano (who is an extra costume for Xiaoyu in the console version), there's a bunch of things I should comment on this specific timestamp: Name calls for legacy characters/veterans.
